Get the knowledge and skills to work as a skipper.
This programme is suitable if you would like to progress to the role of skipper on a restricted limits vessel and:
- Are working as deck crew or
- Have suitable experience as a skipper on a recreational vessel.
You will need to have access to a suitable vessel to complete the Maritime New Zealand (MNZ) approved Training Record Book (TRB).
You’ll learn the skills and knowledge required to safely plan a passage, and operate and maintain a vessel less than 24 metres in length within restricted limits.

You need to complete this qualification before applying to Maritime New Zealand (MNZ) for your operating licence:
Award of the MNZ certificate of competency will also require the completion of:
- Sea service
- MNZ medical fitness certificate
- Eyesight test (including for colour vision)
- Fit and proper person check
- Final exam
- Ancillary certificates.

General
Open entry for domestic students
There are no academic requirements that need to be met to enter this programme.
International students: English language entry requirements
For the minimum English language requirements refer to the requirements set out in the NZQF Programme and Accreditation Rules https://www.nzqa.govt.nz/providers-partners/qa-system-for-teos/english-international-students/
International students will generally be required to provide evidence of English language proficiency, for this programme an IELTS General or Academic score of 5.5 with no band score lower than 5 is required. Entry to this qualification is open but completion does not guarantee the award of a Maritime New Zealand licence.
All persons wishing to qualify for a seafarer licence must also check the Maritime New Zealand prior certification and minimum service requirements for that licence. The MNZ license Skipper Restricted Limits can be used to gain a position as a skipper on a restricted limit vessel such as harbour ferries, tugs, water taxis, charter vessels and fishing vessels or crew positions on coastal vessels.
